Subject: Provisional Select List for the post of Assistant Professor, Urdu/ Literature, in Higher Education Department.
Notification No. 82-PSC (DR-S) of 2023 Dated: 30.10.2023.
Whereas, Higher Education Department, vide letter No. HE/Coll/Coord/APPtt/A.P./2021 dated 05.07.2021 and No. HED-GAZ/85/2022- 04 dated 13.04.2022, referred fifteen (15) posts (OM: 07, RBA: 02, SC:02, ST: 01, EWS: 01, ALC/IB: 01, PSP: 01) of Assistant Professor, Urdu/Literature, to the J&K Public Service Commission, for selection of suitable candidates; and,
Whereas, the J&K Public Service Commission, vide Notification No. 06- PSC (DR-P) OF 2023 dated: 01.03.2023, advertised the said posts for selection; and,
Whereas, again, vide letter No. HED-GAZ/85/2022-04 dated 24.03.2023, the Higher Education Department, referred four (04) posts (OM: 01, ST: 01, SLC: 01, EWS: 01) of Assistant Professor, Urdu, to the J&K Public Service Commission, for selection of suitable candidates; and,
Whereas, the J&K Public Service Commission, vide Notification No. 17- PSC (DR-P) OF 2023 dated: 15.05.2023, advertised the said posts for selection; and,
Whereas, written test was conducted on 27.08.2023. The result of the written test was declared vide Notification No. PSC/Exam/S/2023/58 dated: 05.10.2023 in pursuance of Rule 42 of J&K Public Service Commission (Conduct of Examination) Rules, 2022 and Rule 31 of J&K Public Service Commission (Business & Procedure) Rules, 2021, as amended up-to-date; and,
Whereas, 50 candidates qualified for interview against Notification dated 01.03.2023 and 21 candidates against Notification dated 15.05.2023. Thirteen (13) candidates were common to both of the Notifications. As such, only 58 candidates were called for interview; and,
Whereas, the viva-voce of candidates was conducted on 12th and 13th of October, 2023, with the assistance of Experts from outside of the UT; and,
Whereas, the following three (03) candidates represented before the Commission for consideration of their candidature against both of the Notifications as they had applied against each of them but were considered against only one of the Notifications:-
1. Neeru Sayed (called for interview in Notification No. 17-PSC (DR-P) of 2. Zulphi Ram 2023 only)
3. Altaf Ahmad
Whereas, these candidates were provisionally interviewed against Notification No. 06-PSC (DR-P) of 2023; and,
Whereas, subsequently their plea was examined and it was found that they had applied against both of the Notifications separately with the following application form numbers:-

Whereas, the Commission considered their application and, treated them eligible, for calling for interview against Notification No. 06- PSC (DR-P) of 2023 dated 01.03.2023, on the basis of their merit in written test. As such, 60 candidates were interviewed. Now, therefore, on the basis of the performance in the written test, Interview, and other related parameters, in pursuance of Rule 45 of the J&K Public Service Commission (Business & Procedure) Rules, 2021, the merit of the candidates who appeared in the interview is enclosed as Annexure-"A" to this Notification. Consequent upon the details given here-in-above, Provisional Select List of the candidates as per merit, is given in Annexure-B to this Notification.
Note:-
1. The Commission reserves the right to have certificates/documents of the candidates verified, if at any later stage found expedient to do so. The Selection of the candidates is purely provisional and is subject to the outcome of writ petition(s) pending before any competent Court of law.
2. The selection is provisional and objections, if any, may be submitted to the Commission within five days for examination and disposal. No claim, whatsoever, shall be entertained after five days from the date of issuance of Notification.
